first, you must have a webpage (blogs, websites, webblogs) you just need one pages..! i suggest you to use the blogger.com 's blog.

after that, make sure your site contents does not violated the adsense program policy

then you must go to AdSense page, and sign up for the program. after you completed all of the registration form, you have to wait for your requested to be approved. approximately 3-5 days.
i suggested to check your email (used for adsense registration everyday) and if you are approved, the notification email will sent to your email address.
